PALI ELEMENTARY SCHOOL REBUILD

FINAL DESIGN MEETING TONIGHT

When & Where: Wednesday, November 19 • 6:00 PM – 7:00PM @ The Multi-Purpose Room (MPR) at Brentwood Science Magnet

What: LAUSD will be presenting the most up-to-date (nearly finished) design plans for the Pali Elementary school rebuild.

Why: This is a critical opportunity for our parent community to:

➢See the final design concepts firsthand

➢Understand what has been done over the past 10 months

➢Ask direct questions about the timeline and schedule

➢Advocate for a faster, more urgent rebuild process

➢Address health, safety or critical use concerns about the campus

➢Show them that we are engaged, united, and paying attention

How: Your presence makes a difference. The more parents who attend, the stronger our message becomes. This is our best chance to push for transparency, accountability, and acceleration of the rebuild timeline.

 

The Message:The Pali community wants all stakeholders to work together and utilize all available resources to address efficiencies in the construction process so we can assist LAUSD in building the best, safest and most modern campus for our children on a suitable timeline.

Suggested Questions & Talking Points (Feel free to ask these directly or use them to guide your comments.)

1. Compressing the Pre-Construction Schedule

  • Why is the Construction Document phase scheduled for 5 months when similar sized projects in the private sector routinely complete this work in 3 months or less?

  • Can this phase be compressed to be completed in 3 months?

  • Has LAUSD instructed the design team to accelerate their schedule even further in recognition of this being a disaster rebuild?

  • Can LAUSD commit to revising the pre-construction schedule to meet industry-standard timelines (industry-standard being other schools being rebuilt in the private sector, such as the Village School)?

2. Accelerating DSA Review

  • The schedule shows 4 months for DSA approval. Given this is an emergency, can we expedite even further to 2 months?

3. Speeding Up the Bidding Process

  • What is LAUSD’s Bid Process? Is LAUSD pre-qualifying 1–2 general contractors and giving them early access to plans?

  • Is LAUSD open to having the GC’s bid on the project once construction drawings (CDs) from the architect are complete, prior to full DSA approval and then handle any comments received/revisions in an RFI process? This is done in private sector.

4. Shortening the Construction Phase

  • The construction schedule currently shows 21 months. What specific steps are being taken to shorten this?•Has LAUSD requested an emergency waiver from the City of LA to allow earlier start times or extended work hours, given that this is a disaster-related rebuild?

  • There is precedent in providing financial incentives to the GC to deliver the project early. There are multiple examples of public and private sector projects delivering months early due to financial incentives being offered. Has LAUSD explored this idea?

5. Alignment Between Promises and the Published Timeline

  • Superintendent Carvalho previously said the timeline would be cut in half. Why has there been no movement from Q4 2028?

  • It has been reported that the design team is “ahead of schedule,” why are those gains not reflected in the published timeline?

  • When will LAUSD provide a revised timeline that reflects the publicly stated commitment to a shorter overall duration?

  • Will there be further opportunities for the community to weigh in on needs of design and environmental concerns?

6. Expectations for Vendor Performance

  • What steps will LAUSD take to ensure that vendors (architects, consultants, contractors) perform with private-sector urgency, consistent with the disaster context?

  • If vendor capacity is the issue, will LAUSD allow the community to fundraise to support acceleration?

Potential Areas to Avoid to Make Sure Our Discussion with LAUSD Remains Focused.

  • Try not to relitigate past discussions, i.e., temporary facilities on campus like portables or new roadways for drop-off and pick-up.

  • Try not to get bogged down in the environmental results from the surviving building – this can be addressed over the next two years once rebuilding has commenced. We can ask for a separate review of these results once the community has digested.

  • Unless we have critical use, environmental or safety concerns, tweaking the aesthetics should be avoided, but if anything in the design is missing we absolutely can point that out now.

  • Avoid budget concerns – LAUSD has secured funding and we don’t need them to spend 10 minutes explaining how again.
